--------------------------------------------

Summary: Creating vlan range same as the existing one succeeds
                 Key: CLOUDSTACK-4730
                 URL: https://issues.apache.org/jira/browse/CLOUDSTACK-4730
             Project: CloudStack
          Issue Type: Bug
Security Level: Public (Anyone can view this level - this is the default.)
          Components: API
            Reporter: Girish Shilamkar

As per Test plan https://cwiki.apache.org/confluence/download/attachments/30760993/Non-Contiguous_VLAN_Ranges_TestPlan.xlsx

Creating vlan range using an existing vlan range should fail. But while writing automation
tests it was found that it succeeds.

Steps to reproduce:
Create a vlan range e.g. 921-925
Now add same vlan range i.e. 921-925

Error messages is not thrown.
