Section 15.27.3 of the Admin guide should be changed accordingly: "VLAN: The VLAN ID for the tier you create. This option is only visible if the network offering you selected is VLAN-enabled" - and the tier is being created by the ROOT admin Section "11.10.3. Assigning VLANs to Isolated Networks CloudStack provides" should be changed as well. The reason why only Root admin can assign the Vlan to the network - only ROOT admin is aware of the physical network topology, and the regular user/domain admin are not.
