In the UI project vms are listed only after you switch to certain project. In other words,
support for seeing all vms from all the projects (projectId=-1) is not supported in the UI.
It implements only:

* listAll=true - general view
* projectId=<valid projectId> - when you switch to certain project

Api should work though. The 5 vms that you get by passing projectId=-1, do they belong to
any project? And what project the missing vms belong to?
