CloudStack used to encode the network BroadCast URI in with a '//', e.g. "broadcastUri":"vlan//:366"

Now that the '//' is dropped, e.g. "broadcastUri":"vlan:366"

As a result, the following code:

            long vlan = Long.parseLong(broadcastUri.getHost());

Throws an exception:
