Alena Prokharchyk resolved CLOUDSTACK-4031.

    Resolution: Cannot Reproduce

Can't reproduce the bug. The test ran successfully on my local machine. Rayees, please check
the management server log file - there might be lack of backend resources (RAM/CPU/Storage)
so the vm deployment failed.
