As per recent changes in FS  https://cwiki.apache.org/confluence/display/CLOUDSTACK/Dynamic+scaling+of+CPU+and+RAM

->Ability to scale system vms (only for VMware). We do not support System vm scaling for
xenserver as the system template for xenserver does not have XS tools to support hot add memory/cpu
inside OS
