Marking this blocker since Autoscale configuration fails completely from the UI inside a VPC. And UI is the best way to configure Autoscaling since there are many configs to be defined and corresponding APIs to be triggered for one autoscale configuration to go through and it's tedious to perform each of them manually. Since UI happens to be the preferred, easier way for this case, marking this blocker.
