Steps:

1. Create Domain CDC under ROOT domain
2. Create User/Admin accounts under CDC
3. Set Instance limits as 0 for this Domain/Account
4.  Access Management server as User of this domain account and tried to deploy VM.

Observation:

1. Deploy VM  failed with message as "Internal error executing command, please contact your
system administrator"  .  Only in the Management server log ROOT user get to see one liner
INFO message about this failure saying :

2013-07-22 16:48:22,743 INFO  [cloud.api.ApiServer] (catalina-exec-8:null) Maximum number
of resources of type 'user_vm' for domain id=2 has been exceeded.

2013-07-22 15:01:46,757 INFO  [cloud.api.ApiServer] (catalina-exec-16:null) Maximum number
of resources of type 'user_vm' for account name=newuser1 in domain id=1 has been exceeded.


Enhancement Request :

1. Enhance the error message saying ' Resources are not available/Limits are exceeded'.  We
need not specify the exact resource type.   Or any generic message which helps to identify
the root cause.
