    Resolution: Not A Problem

This is by design. Unless a GSLB rule is configured on all of the GSLB service providers in
the zone, rule is not considered to be action. Its possible on retry applying same rule( functionality
that will be supported with 2082), its possible that rule gets successfully configured in
which case rule state can transition from Add to Active.
