I'm still of unsure of what to do in the situation though if the user drags the row to a certain
position that isn't at the top, and the rest of the rows are numbered incrementally. i.e.,
1, 2, 3, 4. Clearly if we didn't change the numbering of the rest of the rows and picked an
unused number (such as 5), then the row we dragged would be at the top of the priority list,
which isn't what we wanted. Wouldn't we have to change the numbering of the rest of the rows
in this situation? I know we can fix this by manually changing the rule number via the edit
screen, but this would defeat the purpose of the drag-and-drop.

Also please post the URL AWS reference docs into this bug but so I can take a look at it.
