CLOUDSTACK-2615: Remove 'change service' from VM actions

Now that scaleVirtualMachine is being used to change compute
offerings, the old 'change service' action can be removed, as it will
be deprecated in the future.

> UI - Stop using changeServiceForVirtualMachine for stopped vm to change service offering.
Instead use scaleVirtualMachine

> Stop using changeServiceForVirtualMachine for stopped vm to change service offering.
Instead use scaleVirtualMachine as it can change service offering for a stopped vm as well

> changeServiceForVirtualMachine will be deprecated in the future
