Reboot option won't be available for the Internal lb vm. For router reboot calls stop/start anyway, so having start/stop options for internal lb vm is sufficient enough. Migrate and View Console should be added to the UI by the UI team, so reassigning.

UI folks: call the same API commands for migrate/console internal lb, as you call for the Virtual Router.
