Alena Prokharchyk resolved CLOUDSTACK-3126.

    Resolution: Cannot Reproduce

Can't reproduce the bug in the latest build 1eacd7872e3749eaa470c9fbf6c419b58e121513.

Steps taken:

1) set max.project.networks=2
2) Being a regular user, created a vpc.
3) Added 1 private gateway to the vpc.
4) Was able to create 2 tiers - the max the global config allows - after that.
