Steps to reproduce :

1. Have at least 2 zones (1 Basic zone and another Advanced zone) with latest CloudStack setup
2. Make sure all the system vm templates and built in centOS templates listed before setting
the zone-type drop down to some value.
3. Now set the zone type drop down (which can be found at top right corner of mgmt server
main page) to either "advanced/basic"
4. Try to add instance and move to "add template" screen
5. open up the firebug as well and observe


(i) Add template screen doesn't list any templates
(ii) we can see in firebug that listTemplates API fired for featured, community etc.,, with
zone type=advanced/basic, but, nothing returned as response.

Attaching the screenshots, mgmt server logs, db dump to the bug.

Also, found another issue i.e.

Set "Zone type" drop down value to advanced/basic then go to "Templates" page


(i) It lists all the templates irrespective of which zone they belong to.
