(1) UI doesn't allow update VLAN Range field anyway. (VLAN Range field is not editable in
Edit mode, see my screenshot)

(2) UpdatePhysicalNetwork API doesn't allow smaller vlan range anyway:

e.g. on my machine, VLAN range is 1000-1072 and I try to use UpdatePhysicalNetwork API to
shrink it to 1000-1069 and API returns an error:
