Object_Store_Refactor - Templates - Templates that are marked as Public are not visible to other users.


Steps to reproduce the problem:

Scenario 1 :

As admin , create a template isPublic() set to true  .

As regular user , try list Templates with filter set as "community".

We do not see the template being listed.
