I tried deployment of VM on XenServer host using Windows 7 32bit ISO through XenCenter with the following memory paramters:

dynamic-memory-max= 2GB
dynamic-memory-min= 2GB
static-memory-max= 8GB
static-memory-min= 1GB

Observation:
VM is crashing during the installation with the same behaviour as if we deploy VM through CloudStack with same windows ISO and memory parameters.
