I investigated the issue and my observations are:
    -- While passing the params in VM deployment, CS is hard coding the "memory-static-max"
value (which is 8GB)  and in case of ISO, since the PV drivers are not installed, VM is crashing
during the installtion.
    -- The "memory-static-max" value is hard coded during the development of "Scaling up CPU
and RAM for running VMs" feature and if I change the value of "memory-static-max" back to
dynamic value(coming from service offering), windows boots properly from ISO (I tested on
my local setup) but this will affect the scaling up feature.
