It is not supported to set dynamic_max < static_max before XenServer Tools (PV drivers)
are installed in the VM. The reason is that memory overcommit relies on the cooperation of
the VM to give back the memory it doesn't need.

If you haven't got tools and you reduce the dynamic values while the VM is running, it will
not hand back the memory and it will keep running at static_max. However, next time it boots,
it will only be given dynamic_max memory, while the VM OS will believe it has static_max available,
and this is likely to crash the VM.

The correct procedure is to install the tools first, and then reduce the dynamic values to
the range you want.
