Ryan's analysis is correct. There is also an issue exposed in our current implementation in
QueryManagerImpl.searchForServiceOfferingInternal, where we are showing those public offering
if name or keyword is specified, this is incorrect as well (similar to CLOUDSTACK-1989). I
am fixing this by removing that OR clause (OR (service_offering_view.domain_id IS NULL AND
service_offering_view.system_use = ? )) from searchForServiceOfferingInternal logic. This
needs to be fixed for SearchForDiskOffering as well, which will have the same issue.
