Sangeetha Hariharan closed CLOUDSTACK-1636.

With latest build from 4.1:

There is no region_id in domain/account/user tables.
There is no  apikey and secret key being stored for region tables.

With above changes , there is no concept of  owner for domain/account/user entries.
