Based on testing of usage server, recent blocker fixes. Setup/install on centos7, with advanced
zone and kvm and the automated smoketests results.

However, I do see some smoketests failing intermittently on master/4.12 but not on 4.11. TravisCI
based CI/testing needs checking/fixing, however, not warranting to stop the release.

I've created a release (RC5), with the following artifacts up for
a vote:
The changes since RC4 are listed at the end of this email.
