may be different sources of marvin, one in installed path and one about to be installed. So,
pip install --upgrade  should have worked, but uninstall and install is equally good.

fixed it: i had marvin installed with pip from dist/Marvin*
did pip uninstall and then python setup.py install
now it finds the marvin nose plugin,

In retrospective: pip install should have worked as well, shouldn't it?
