I can say that I did not see that yesterday when I cloned and checked
out 4.4 in a fresh dev environment. I'm unfamiliar with all of the
dependencies, but this is the procedure that worked for me:

mvn -P developer,systemvm clean install
cd tools
easy_install marvin/dist/Marvin-0.1.0.tar.gz
