User authenticators are defined in the bean userAuthenticatorsRegistry defined in cloudstack/core/resources/META-INF/cloudstack/core/spring-core-registry-core-context.xml
Each of these authenticators are called once in the order until the authentication is successful
in any of them. 

you should run the maven command from the top directory of cloudstack source. checkout https://cwiki.apache.org/confluence/display/CLOUDSTACK/How+to+build+CloudStack
and other sections under 'Development 101'
