Yep, systemvm.iso is latest at local store and sec storage.

Cloud-early-config should patch the authorized keys from systemvm.iso. 
But I see authorized_keys are not updated.

One thing to check  - If systemvm folder on secondary storage is having the latest systemvm.iso
