Jeff, what you have reported is a bug. Created an issue to track it in in JIRA - https://issues.apache.org/jira/browse/CLOUDSTACK-5998

BTW you mentioned that you trying EC2 Query API against a setup with Advanced networking?
I just want to point out that AFAIK, we have never tested EC2 REST/SOAP API compatibility
in a setup with Advanced networking.
