Ok, I pushed a fix to 4.2 ( I will check master as well).

I added the haplanners section to:

client/tomcatconf/simulatorComponentContext.xml.in

This really should not have been broken, as it should have been checked against simulator
runs in jenkins…(broken for a month it seems)
