What do its routes look like? Can v-2-VM ping 10.223.123.1? If so, then the network was probably configured ok and set up fine by cloudstack. If not, I'd look to see if you configured correct advanced zone, because at first glance everything looks ok, and if it doesn't work it might be a sign that the VM is connected to a bridge that goes nowhere or a bridge that doesn't have access to whatever vlan hosts 10.223.123.0/26.
