In public clouds (and also private ones) it's important to know how much disk I/O each Instance
is consuming.

Today disk I/O is more expensive then RAM, CPU and Network bandwith, but CloudStack has no
way of accounting this.

CloudStack should collect the disk I/O statistics of all running instances so we can present
these in the UI and in the Usage server
