For developers I would recommend running mgmt server on OSX or their
host os, so they can develop, build, debug, fix with a good IDE like
IntelliJ CE.

Yes you can it's up to your convenience. I prefer OSX these days for
all development and dogfood on DevCloud for a throwaway host+storage
setup. The new DevCloud is debian based, so I don't understand what
you mean by -- "... develop directly on Ubuntu in DevCloud ...".
