Figured out this issue is specific to NS VPX(10 version) issue. 
Issue is fixed now by killing the sessions in the VPX.

I was able to add the NS vpx but got an issue with the below messages

INFO  [agent.manager.AgentManagerImpl] (ClusteredAgentManager Timer:) Could not to find a
Discoverer to load the resource: 6 for hypervisor type: null WARN  [agent.manager.AgentManagerImpl]
(ClusteredAgentManager Timer:) Unable to configure resource due to Failed to log in to Netscaler
device at IP of NS VPX  due to Connection limit to CFE exceeded

I would like to know what is connection to CFE exceeded?
