Kishan has investigated and found the following resolution:

This is a config issue on certain KVM host versions. Documentation exists along with work
around for the same.

 After making changes to cgconfig.conf, agent was setup successfully.

This seem to have been introduced with the following check in: 9cc5c8e46da841d7ccfba1c9bf91383892948caa
Edison is going to fix it

Yes - this worked in 4.0 
We have failures to configure VPC [1] but adding host  is working fine

Well there are certainly several errors there, hard to tell which might be the culprit. No
cgroup fs, no cloudbr0, network restart failed because of dhclient... Can you verify that
4.0 build works with this same host config?
