Subject: developement setup document

The development setup document is always out-of-date, and all over the place. New comer will
be confused about which instruction should to follow.
There are three links:

called “build on maven” before, I modified it a little bit. It should be the main document
for developer, all of our changes in build on master branch should be updated here.

link for latest devcloud howto.
http://incubator.apache.org/cloudstack/develop/environment.html: it’s build steps for 4.0.x
branch.
