    Resolution: Invalid

This is a silly issue. The user should clear her own apt cache. 
Just like in case of rhel...

rm -fr /var/cache/apt/*

Workarounds: 
1. Install cloud-awsapi manually
2. It does not get installed as while installing mgmt server, it installs only cloud-client
and cloud-client does not depend on awsapi. So, there are two ways to fix this, add dependency
in debian/control or fix that in install.sh.

    CLOUDSTACK-311: install.sh should install cloud-awsapi
    
    Unlike rpms, cloud-client does not depend on cloud-awsapi. Hence, in
    case of the ubuntu build it failed to get installed. Patch simply adds
    rule that awsapi pkg be installed when mgmt server is installed. Upgrade
    and remove scenarios also tested.
    
    Note: user should remove her old apt-get cache from /var/cache/apt/*
