The parameter "xen.check.hvm" was supposed to control if the host should be hvm enabled or
not.
Currently, since it is not set in the db implies that only hvm enabled xenserver host can
be added to the cloud.
HVM mode is required for windows VM.

It is right to enforce the hvm mode for the cloud as otherwise it will not be able to support
the full cloud functionality.
