Michael Anderson resolved CLIMATE-631.

    Resolution: Won't Fix

This seems to have been fixed some time back and the library now downloads the credentials
without issue.

I fixed the doc strings so the ESGF module will be included in the OCW documentation and added
a note that older versions of the library may have this problem and the suggested work around.
