I will add another endpoint to: rcmed_helpers.py which will return the temporal and spatial
bounds of all parameters that have a bounds value that is not NULL.

route('/parameters/bounds/') will return a JSON of format:  (the number that is the key within
"data" maps to the parameter_id, so easy access)
