CLIMATE-741 - Adding configuration files to evaluate CORDEX-Africa regional climate models

- eleven yaml files have been added and tested to evaluate the models participating in CORDEX-Africa
using run_RCMES.py.
- Fig10b_trmm.yaml will be added later after addressing CLIMATE-744.
