A repository could send a different type definition for the same type to different users.
For example, the display names could be localized for each user. Or some users could be allowed
to see more/different types and property types.
It would be difficult to handle all these cases in a global cache.

Also, what would be the definition of global? Per VM? Per classloader (web app)? Are there
cache groups?
Implementing a global cache is more difficult than it seems.
