Subject [VOTE][RESULT] Release Apache Chemistry OpenCMIS 0.4.0 (RC2)

Thanks for taking time to test and vote for the release.

The vote passes as follows:

+1 Jens Hubel
+1 Florian Muller
+1 David Caruana
+1 Stephan Klevenz
+1 Florent Guillaume

I will proceed with pushing the site/artifacts out, distribution of packages and then announce
the release @announce.

Apologies for this taking more than needed, my travel schedule has been a bit hectic!
