Found the solution.

Thanks to Florent Guillaume, It is documented here.

Basically, IBM WebSphere Feature Pack for WebServices and Apache CXF don't 
play nice with each other. I uninstalled Feature Pack for WebServices and 
everything worked.

WAS, overpriced POS...which my current client uses.  Does it present 
during deployment or at runtime?  If the latter, I wonder if parent last 
classloading resolves the issue.
