For export this means that additional properties shall be send to the RSA for publishing the
service description. For import this means that a discovered service is only imported if it
fulfills the import scoping rules. The proposal is to add a ScopeService to the topologyManager.
The topologyManager_exportService and importService can use this scope. An external ScopeManager
can use this service to adapt the scope
