Currently the scrubber and relocate sstables were relying on the compaction strategy index,
so this patches change these operation to use a {{DiskBoundaries}} object instead and make
{{CSM.getCompactionStrategyIndex}} private.

Since this depends on CASSANDRA-13948, I will wait until that is committed before setting
this as PA.
