OSS C* 2.2 introduced role-based-access-control and a mechanism to convert legacy tables.
A direct upgrade from versions < 3.0 to 4.0 are not possible and the migration of legacy
auth tables should have already been performed. In case there are still legacy auth tables
in the {{system_auth}} keyspace, the node won't start so that people can safely restart with
the previous version.

We can get rid of the migration code and handling of legacy auth tables.
