As Alex pointed out there are many use cases of the row-level access control. One of common
example is in producer and consumer use cases. A consumer request a particular products /
services (creates a row). The producer update the (columns) and provides information requested
(but this should not visible to other producers, first come first serve basis or the only
people who bid for this should be able to see the other bid etc). 
Presently we all write this logic in application layer.
