I don't understand that rational. The goal of CASSANDRA-12256 is to make sure client can rely
on the timeout being an upper bound on when they get an answer from the server. I don't why
having that being violated when back-pressure would make sense. It just seem like a gotcha
for users that I'd rather avoid.
