Doesn't {{0}} represent the "nothing to do here, complete" case, where a node that doesnt
exist it would be the correct response? Its also returns zero on things like if a keyspace
with RF=1, or if all the ranges are empty. Ive always expected the 0 returned here, otherwise
subscribing to the command id that will have nothing happen in it would just idle forever.
