[~jasonstack] I've made several changes in a separate commit, you can check them below. 

[~blerer] could you lend us another pair of eyes on the ticket? I've found a way to short-circuit
several common cases for both partition and static restrictions, tests are looking good, but
i'm biased now since I've touched the patch...
