Can't we use {{CompactionTask.partialCompactionsAcceptable()}} for this? We should be able
to reduce the scope of the compaction if the target level is 0. It would be nice if we could
use the same mechanism as we do in standard STCS. (In {{LeveledCompactionTask.partialCompactionsAcceptable()}}
we would return {{level == 0}} instead of {{false}}.)
